The property management gradually rises with the deepening of the reformation.in town housing system and the development of the real estate. On June 8th.2003, the State Council promulgated, which marks the legalization on the development of property management and the protection of the people's rights and interests in housing consumption in our country.At first the article expounds the related concepts to the owner self-government and property management explaining the legal basis of the owner self-government.And then it emphatically describes the position of law of the house-owner convention and committee. The law of property management in our country is indistinct in regulating the position of law of the house-owner self-governent institution, which civil subject qualification is not defined, without establishing the position of law of the house-owner convention and committee in its legislation.The house-owner convention, I think, is an unartificial person with its own aim of activities, representative, organization rules and property. The committee is its standing executive institution, not being an independent civil subject. The civil rights of the house-owner convention is limited only to the property management aspect, not being applied in other aspects.Lastly some proposals on Property Law and Property Management Statute are put forward. With the formal promulgation of Property Law, the theory on condominium ownership of building becomes more clear and definite, playing a very important role in perfecting the theory on the house-owner convention and committee system and in the house-owner 's exercising their rights correctly. The Property Management Statute shall be detailed in order to perfect the house-owner convention system.
