On the basis of Habermas'theory of deliberative democracy, the text explores the relationship between media and democracy, in order to answer what the function of the media is in the process of democracy actualization.Starting from his theory of communicative act, Habermas attaches importance to the locutionary communicative praxis in the political life of constitutional democratic countries. He thinks that the deliberative democracy is a kind of process and a kind of praxis, it should be a forming process of political will, through the locutionary communication and the public discussion among the public. The process includes two procedures: locutionary communication in public sphere (informal deliberation) and formal deliberation for legislation and policy-making in political sphere, the two procedures are in close contact with each other, both indispensable. The important role of media embodies the following aspects: to construct and to maintain the public sphere, to organize and to help to carry out the public discussion among the public in public sphere, to promote the connection between the deliberation in public sphere and the political sphere. In order to play the role well and to exert the deliberative democracy function, there are still some principles and requests for media to follow.In the research of the relationship between media and democracy, some scholars mention the viewpoint of Habermas, but they all lack the clear theorizational argumentation from the perspective of politics. So, being based on the the summaries and summing up for the front materials, this text attempts to comprehend the democratic function of media in the sight of Habermas, I hope I could provide a theoretical basis for the research of the relationship between media and democracy, and could provide a clue for the research of the theory of deliberative democracy and Habermas'political ideology.The full text is divided into five parts:The first part is the foreword. Firstly, it sums up the study situation on the thesis of the relationship between media and democracy, stresses on the different functions of democracy on different bases of the theories of democracy; secondly, it introduces the purpose of the selected title; thirdly, it expounds my own thinking of writing and analysis structure of this text.The second part concentrates on Habermas'view of deliberative democracy. Firstly, it introduces the forming process and the source of Habermas'theory of deliberative democracy, the formation of his deliberative democracy is accomplished in 90th of 20 century, coming through a long and complicated learning course, based on the communicative act theory and the conception of deliberative politics; secondly,...
