The actualization of latent tourism resources is a popular phenomenon during the beginning and the development of tourism industry, as well as depends on phenomenology to explain. 2003 year's criterions of tourism resources investigation are more than 1992 year's. That's because many latent tourism resources have transformed into actualization tourism resources, which has formed the important character in tourism exploitation nowadays. Under the background of Chinese tourism industry' development, The paper constructs the theory system of the actualization of latent tourism, emphases on that the mechanism of the actualization of latent tourism is because of the human consciousness ceaseless widening and cognizing and ceaseless practice to the objective being tourism resources value. Firstly, the paper expounds systemically the conception of the latent tourism resources: Within a certain period, all phenomena that appear with vicissitudes of objective natural and social surroundings and corresponding intentionality experience course, and that are treated as attractions, tourism values and being able to produce economic, social and environmental benefits. Then classification: Type of incomplete historic relics and site, Type of immateriality without any tourism image carriers, Type of landscape of material carrier "without" culture, Type of ideaistic tourism aesthetic object; Characteristics: scattering, motionless, illegible, uncertain, subject-dependent, and creative, which is related to subject consciousness. The paper further applies phenomenology (hermeneutics) to explore the actualization mechanism of latent tourism resources in order to find the correspondence between the actualization of latent tourism resources and phenomenology (hermeneutics), to take apart the actualization of latent tourism resources' space-time course: originality→←tourism market→← tourist travel experience→← originality, and their four basic motivity...
