Research On Policy Implement Problems Of County-Level Governments In Our Country

The public polices, which embody the interest requirement of the majority of civilians, refers to the authority distribution of the social value. As the authority mainbody of the public power, government is administrating the social public affairs by means of the public polices, and, the polices can't become the facts unless implemented. However, the policy implement, which works to carry out the policy aims into the policy facts, is just one step of the procession in the whole policy cycle, not the final goal, especially, the policy implement in the county-level governments plays a connecting role between the preceding and the following in China's administration structure. What the policy implement in the county-level governments turns out to be directly influences what the interest distribution structure of grass-root society is and whether the county-level regions develop healthily and rapidly, even the entire national economy and society. Nevertheless, in the procession that China's county-level governments implement the policies of the central or superior governments, because of the deficiencies of the self-govern structure and the method of power operation, the drive of the county-level interests bring out the problems such as self-legislating, disguising policy information, implementing policies passively or blindly, and misinterpreting the content of policies, and so on. All these problems make policy aims unreachable, seriously affect the authority of the central government and weaken the controlling abilities of the central policies in the grass-root governments.Based on the western theories of the policy implement, from the angle of the western economics, taking County X in Jiangxi Province for an example, this paper will analyze and explain the problems appearing in the procession of policy implement by China's county-level governments, and try to find out the resolvements and countermeasure in the structure and system, with the combination the empiricalanalysis and theoretical analysis, qualitative analysis and quantitative analysis.
