Research On Project Management Of County Governments In China

Under the bureaucratic system,county-level governments play a "connecting link" role in the implementation of national policy directives,the preparation of decision-making approval and other activities,and become the link between state power and grass-roots power,which also means that a large number of policy directives and project resources are centralized in the county-level government.After the reform of tax distribution system,the imbalance of financial and administrative power between the central and local governments has become more and more serious,and has been reflected in the county government.The central government has begun to provide various supporting policies and special projects to the local government through financial transfer payments through the carrier of "projects",and has put forwards some project resources and implement them to the grass-roots government through county-level governments,and then the grass-roots government will receive the project resources and allocate them to the mass,and then the mass will implement the project as soon as they get it,in this way the overall framework of project system governance of county government is formed.According to the different channels for project organization to obtain project and the way of authorization of county government,this paper divides the project system governance of county government into four types: directional entrustment,bidding and contracting,application and investment cooperation.It also points out that the project system governance of county government has the characteristics of governments at all levels are working together and sharing the profits,a mixture of the bureaucratic system and market,horizontal competition and technology governance.Based on the governance practice of agriculture-related projects in A County of central and Western China,through comparative analysis,document sorting,visiting and investigation,it is found that there are inadequate scientific rationality of project resource allocation in the early stage of project management in County government,lack of standard and norm of supervision and management in the process of project implementation,imbalance of power pattern,and evaluation in the later stage of project.At the acceptance stage,there are some general problems such as lack of professional supervision and management.Through the analysis of the reasons,the paper puts forward some suggestions for improvement of the project system governance of county government.In order to enhance the academic rationality and pertinence of the article,this paper insists on problem-oriented,centering on the core concept of "county-level government project system governance",runs the basic theory of project system governance throughout the whole process of research and analysis,and continuous analysis the operation process of county-level government project system governance step by step,so that our government will be able to systematically show the behavioral principles,influence and common problems of the relevant subjects in the process of project system governance of county government in China.Based on the above analysis,this paper argues that the project system governance of county government is the authority project of all kinds of technological governance measures adopted by county government on the basis of project resources and power.In the process of project operation,the county government,based on the principle of benefit and effect,decentralizes and authorizes project resources while centralizes supervision;the township and village communities,based on the principle of performance as the core,play the role of negotiation,reconciliation and risk resolution in project operation;the social organizations,based on the principle of multi-party progress,the mass implement the project and make profits from them;Based on the principle of maximum benefit compensation,project people form self-interest expectations for project resources and cash in existing assets.And the problems of deviation from execution,selective execution,bundling and bundling in the process of project system governance of county government are mainly caused by competition among project subjects around project resources.
