Study On The County-Level Governments' Function In Helping The Transformation And Upgrading Of The Industries

Since China's Reform and Opening up, the outside and inside environment of Chi na's economic development has changed greatly, With the emerging of more and more deep-seated contradictions, it reveals the fact that the current development mode in o ur country still majors as the extensive expansion but weak in independent innovation.Additionally, it is still not properly coordinated when compared with the economic st ructure of developed countries, which leading to more prominent issues of energy and environment. Based on the investigation and research of city's industry status quo, ta king advantage of theories such as Government Intervention and New Public Managem ent(NPM), this paper conducts an in-depth analysis of the local government's role in b oosting industrial transformation and upgrading.First,from the current industrial development environment, this paper also expoun ds the significance of industrial transformation and upgrading. Integrated with the actu al situation of Z city to clarify the connotation and main subjects of industry transfor mation and to educe government's role in those areas, so as to boost the transformatio n of industrial upgrading. Meanwhile, through the empirical analysis of evidences from domestic and board governments, relevant success experience and failure lessons are summarized for reference; a detailed investigation of current situation of Z industrial d evelopment is also carried out, which is mainly from six aspects of industrial status, l eading industry, enterprise distribution, development status and technological innovation.Proceeding from the industrial development achievement of Z, this paper sums up th e accumulated experience of government to promote industrial development, and finds out the deficiencies in current Z municipal government, which has caused certain short comings in current industrial development; in order to play full use of government an d seize focusing points, aiming shortcomings of the government, corresponding counter measures and guaranteeing conditions are put forward. to strengthen the planning first policy and to actively explore the mode that suitable for local industrial development. Employ increased support to boost transformation and upgrading of local industrial enterprises; relying on scientific and technological personnel to improve the innovation ab ility of industrial enterprise; build a service platform to provide resource protection for the growth of enterprise; reinforce market supervision and guide enterprises to acceler ate the pace of transformation and upgrading. Through the construction of the law-orie nted government, learning government and innovative government to safeguard the upg rading of the industry in Z city. It is aimed to achieve sustainable development of ec onomy and society, and also offers a reference for county government's role in promot ing the transformation and upgrading of local industries.
