On The Nomocracy Reason Of The Electoral Procedure In Our Country

Nomocracy, which has a long history in the west, is established on the basis of rational knowledge of human beings about the objective things. While we are pursuing the nomocracy which is still at the start stage in our country, there seems to be a post-modern trend to deconstruct it in the west. This forces us to reply the question that how to reach the goal.The concept of communication reason provides definite foundation for the nomocracy which may be used for supporting the nomocracy construction theory in our country. It establishes by reconsidering and by criticizing the"tool reason"and substitutes inter-subjectivity in the human beings'association process for the former recognition that subject and the object is opponent. Following the spirit of democracy, freedom and equality, it demands real, correct and sincere dialogue and communication in the public sphere, achieving the nomocracy goal of procedure democracy through words contact.The electoral procedure is one of the important procedures in the nomocracy process in our country the improvement and development of which symbolizes the level of nomocracy construction and political civilization. The electoral procedure also has problems in so many aspects that we still have a long way to go to achieve the goal of nomocracy which include irrational voter register system that hinder many voters from participating the communication; inequality in the electoral procedure that distorts the communication; the lack of communication between voters and candidates; the defect of the way and calculation of vote that makes the fruit of communication lost and so on. The communication reason is supposed to be implemented and embodied in every links of the electoral procedure. Thereby free, equal, full and effective words contact can be carried on between the voter and the candidate and mutual recognition can be achieved in the public domain on public affairs.
