The electoral system appeared in the same time with the modern democratic concept. whatever socialist or capitalist the countries are, electoral system in the state of the whole democratic political system, is the basic and important position. People’s Congress election system in our country represents the progressiveness of the socialist democratic politics better. The democracy and the perfect degree of one country’s electoral system show the important position of their people, also in the most basic angle determine the content and quality of national political system. In the process of the establishment of China’s socialist market economic system and of a socialist country under the rule of law, people’s Congress election system will become the most important thing. While discussing the electoral system, and the principle of election is determined and stable, the procedure of elction becomes the key factor which can judge the electoral system itself and its democratization degree. Through the case analysis and logical deduction, I put forward some typical problems and suggestions for reform in the current electoral system democratization process and some practical suggestions from the administrative angle.Take the theoretical framework of the electoral system as the beginning, the article have discussed the character and development of our electoral system based on the formulation and revision of our electoral law, trying to discover the rules and trends. Then through the Democratic connotation and the origin as well as the relationship of democracy and election, the article demonstrates that the electoral system is the foundation of democracy system, and demonstates its forms and the main motive force of its development.From the first half of2011, there appeared many cases about citizens independent election around the country, which showed the passion and determination of people participant ing politics.Through this series of events description and analysis, this paper puts forward some problems in the process, at the same time affirmed that the events bring great significance also. Then through the experience and enlightenment from the events, and by some logical deduction, in the angle of democratic Consciousness, legal expressions, competition system, district attribution, vote procedure, and supervision improvement, states in detail with some operable improvement countermeasure to our country present electoral system.The election is a word everybody knows. However, I am afraid that most people are not really know exactly what the election actually refers to. In the encyclopedia, the election is explained as a universally accepted rules of procedure form. And usually referred to the election, which serves as a political phenomenon, in a broad sense, should be interpreted that some members of a society, in a certain social program organization, according to their own will, in accordance with certain forms of organization and methods, to select and recommendate the delegate or the main person in charge of activities. But in the narrow sense, it refers to a special political activity which only related to state and its behavior. From the defnition of the election, it represents most people’s subjective will, so it can be said that the election represents the democracy. So we can say, election is the most basic and main implementation form. If the electoral system is good or not, decides the level of democracy of a country or organization. As for now, the China has made many remarkable achievements, But the political system is the most important guarantee of the rapid economic development. The electoral system is the foundation of improvement of the socialist democratic politics. In the process of democratization of electoral system in China, every chinese citizen should act give their own modest.
