With the construction and development of urban communities, neighborhood features are constantly enlarged gradually from the traditional administrative organs and nerve endings become pure residents’ self-organization. Neighborhood operation and development of the electoral system has become a grass-roots social democracy and self-government a key part. However, China has not yet a neighborhood electoral law, the contents of the relevant committees elections are only required to describe the principle of "Residents Committee Organization Law." Twenty years, the Organic Law in the neighborhood elections played a huge role, but also triggered a series of problems. In this paper, the key issues of the election collate, amendments to the law on the organization made some discussion. This total is divided into three chaptersThe first chapter of the autonomous community and neighborhood elections outlined. This chapter aims to define community, autonomy and community self-definition, and community autonomy and neighborhood relations, community committees, the election will be on community self-government background, pointing to electoral democracy and autonomy neighborhood theoretical basis for Chapter III changes in the law put forward by the principle of community self-government to pave the way.The second chapter of the Community Committee briefly lay out the current situation of the election, and the election before, during, post-classification analysis of the key issues arise from legislative philosophy, public authority and autonomy rights conflict, and to explore other aspects of supervision and relief causes.The third chapter in the second chapter on the basis of problem-perfect neighborhood electoral system proposals, including amendments to existing laws, specifically the principle of community autonomy, regulate election procedures, improve the election system, improve the supervision of relief.I hope that through these comments and suggestions to make the election neighborhood communities are better able to develop and protect the fundamental interests of the majority of residents.
