The illegal price phenomenon is still serious in the nature monopoly profession and the competitive one. Due to lacking the sound background, the development of price law system is also not so smooth going. It's our previous concerning question to consummate price legislation, to perfect its regulating pattern and to establish the higher level price administration authority as soon as possible, so as to promote economical and society's positive and coordinate development.I expound the point that market and price can't be cut apart logically in this dissertation. Though competitive mechanism is the core of market mechanism and market competition is price competition, price competition can't set up a kind of sound order by itself naturally. It is inevitable that the price competition will lead to violate fair market transaction order and harm consumer's legal interest. During its long term development, some win and others fail, price competition will lead to monopoly through capital accumulation and centralization. Government can eliminate unreasonable market phenomenon through legislation which can regulate market price activity as a visible way. The content of regulation include two aspects: one concerns about public goods and natural monopoly profession price, the other is that competitive professions price should be regulated.I then studied price legal regulating system of developed market economy price countries such as US, Germany, Japan, Australia and so on by crosswise contrast. And find that they have common character and experience. That is to say, every country set up price law system according their special situation and necessity. They establish price legal regulating system through continuously amending and perfecting when they find question in execution after the price law promulgate. Furthermore, they remedy price law's lagging effect through case which can perfect price legal regulating system.In our country, there is much flaw in pricing making in natural monopoly profession. Many enterprise waste resource through invest which is blindness and repetitive construction.
