Study On Laws And Regulations Related To Constructing Of Farmer's Income In China

The core of Three Agriculture" is the farmer's problem, however, the key to solve the farmer's problem is how to increase the farmer's income, that is the problem of increasing the farmer's income. The issue of increasing the farmer's income is not only a problem unique to the fanners themselves but also the problem to the entire society. Therefore, the Central Government of CPC enacted No.1 Document in January 2004 and pointed out "there are many contradictions and problems existing in the current agriculture and rural area, but the most prominent is the difficulty of increasing the farmer's income". Premier Wen Jiabao reiterated that "the input in 'Three Agriculture' this year will be used in developing modern agriculture in the first place, to promote grain production and sustainable income increase of the fanners, including the directive subsidy allocated toward the farmers, dead stock subsidy and promotion of agricultural science and technology" and "promote the sustainable income increase of the farmers by means of various measures" on the Fourth Meeting of the 10th Session of People's Congress on March 5, 2006.However, the income increase of the farmers is slow, the impertinent amortization is serious, the residence registration system is irrational, and the land rights of the farmers cannot be properly protected, all these problems are still serious. Therefore, firstly this thesis starts from the influence of agricultural tax reform on income increase of the farmers, and then puts forward the construction direction of defining the corresponding counterpart regulations by the application of legislation after the cancellation of agricultural tax.
