An Effective Tool Of Ideological And Political Education In New Situation-citizen Education

The 16^th session of the Party sets it an important goal to develop socialist democratic politics and construct socialist politic civilization in terms of constructing a comfortable community. The real goal of constructing socialist politic civilization is to develop people's democratically socialist politics. A solid ground is needed, on which the political civilization is built, that is, it needs to nurture a mature culture of citizen. The culture of citizen can explain and prove that it is legal and appropriate to construct modern politic civilization. It also helps to build the parties'agreement to the politic system.Culture is the basis of system on which citizen's politic civilization can be nurtured, the majority of citizen can form the habit of democratic. Only when the democratically politic civilization becomes the common sense of common people, the modern politic civilization can be constructed. In order to develop the citizen society and construct politic civilization, the most important thing to do is to reconstruct the educational beliefs and encourage innovative educational system. The process of nurturing citizen civilization is one promoting citizen's agreement. It depends on the lasting enlightenment of democratic beliefs. It also depends on an effective process: politics socialization. From the perspective of economics, ideology is an effective human resource, but the force of the traditional ideological and political education has been weaken when challenged by the wave of globalization, information and democratics.
