The Probe Into The City Community Safety Defence System In Our Country

With fast development of socialist market economy and continuous process of citilization, large quantities of country people flow into the city. The management system that social members are fixedly belong to the certain society is gradually broken, and many unit persons turn to community persons, community plays an important part in people's life and development of our society. In the new situation, because of slowness of community safety defence, the number of criminal cases has increased, the community have become the main objects of criminals. And if the situation can not be changed in time, it will bring great loss to our people and society.As a predicative and positive action of prevention to crime, community safety defence attracts more concern in the research of community construction and defence system. At present, the system faces new environment and challenge: diversification of crime inducement; complication of safety defence situation; intelligence of crime and diversification of benefit topics and management systematization of safety defence. All these problems are looking forward to being studied and solved.Through factual analysis of criminal cases, this paper applies ancient and modem theories to analyze the contents, characteristics,theroies and each main factor, further detail defence objects and methods. It is really a rare research field. It points out that we should follow the practice of combination of attack and defence, accurately fix positions of community defence duty, appropriately deal with interactive relations, and fully make every effort to reach maximum through minimum.All in all, this paper uses some relative ancient and modern advanced theories and experience of community safety defence, deeply look into the emphasis of strengthening the work, especially put forward outstanding problems, weak links and detail measures from five aspects. Stick to the principle that people' benefit s are the first, set up positive defence consciousness, enhance defence system and improve relationships between the police and the people. Practise with theories, research patrol, population management and safety management from professional view, and do everything we can to realize the final goal of few criminal cases, good order, stable society and satisfaction of all the people.
