Study On Communities Safe Construction In Xuling Of Zhuanghe

In recent years, with the rapid development of Chinese economy, people's living standar d is increasing day by day. At the same time, the surrounding security situation is increasin gly grim, so people's requirements of security is improving constantly. Security communit y has been proved an effective way to reduce the accident damage and enhance residents'sa fety awareness at home and abroad. In recent years, many provinces, cities and regions in o ur country has carried out various of activities related to security community building. Altho ugh the security community building gets some promotion in our country, the geographic distribution is relatively concentrated that many towns and cities are not covered, only c oncentrating in some economically developed provinces, cities and owns, which is a serio us imbalance of development. Compared to the developed countries, the level of Chinese security community building is still low, especially in the construction foundation of urb an which is weak and can not meet the needs of the people.The article firstly introduced the relevant concepts of security community, summarize d the research status and development process of security community at home and abroad, and summarized the main contents and methods of the research of the security communi ty. Based on the combination of theory and practice, this paper had an overall analysis o f security situation in XuLing of Zhuanghe. XuLing, located in the north suburb of Zhua nHe, had many intricate issues, such as the problem of social security, the safety of prod uction, and the complex natural state, due to the urbanization process causing a series of social change. So the government of XuLing started from 7 key security areas:public p1 aces security, social order and security, traffic safety, fire safety, school safety, home saf ety and safe wading, taking a series of safety intervention measures to enhance the safety awareness of the area residents and reduce the frequency of accidental injury. Effective measures in various fields achieved certain results through two years of continuous monit oring on the implementation of safety promotion project, but there are still some problem s in the construction of the security community. By taking individual interviews, question naires and the objective evaluation of the collecting relevant data in functional departmen t, and after combing and summary, we found that the problems in the process of security community building were mainly in lack of organizational leadership, propaganda, safety awareness, funding, rural community infrastructure and the perfect security monitoring s ystems and so on. After analysis, we had the reasons like that community workers did n ot pay enough attention to safety community work, residents were lack of master's ideas, the related security system of safe community construction was not perfect and the work plan of safe community building were not far-sighted and so on. On the basis of a serio us analysis of the reasons and combined the management theory and government work e xperience, we discussed and improved the countermeasures to the security community bui lding of XuLing in ZhuangHe City. Specifically including further improve the programs of security community building, further enhance the community-based organizations'and community residents' capacity of self-government, further strengthen residents' security c apabilities, stimulate residents' awareness to participate in security community building a nd smooth the channels for residents to participate in the security community building in order to solve the problems in the security community building.The innovation of this paper is to describe the successful experience and practice ob jectively of XuLing security community work which had an access to the national securit y community, and this paper analyzed the main problems and shortcomings existing in th e work and put forward measures in line with the security needs of the residents and Xu Ling geographical features to improve the security community. And provide experience a nd reference for the security community building in other suburban towns.
