China's Urban Community Policing And Prevention System Construction Research

The construction of city communities has rich contents and an important function of controlling the society as a whole. It is the microcosmic basis of the society construction. Consequently it closely connects with the public security and provides precondition for the establishment of community security system.Because the practical conditions of the community security system establishment in different places are not the same, so now we don' t get any uniform opinion on it. But it is obvious that most of people regard it as a systemic and basic project. Beginning with the analysis of the relationship of community establishment and security, putting the city community construction as a basis and community policy affairs and mass protection and management as main contents, adopting theories and methods of public order research, systemic science and criminal study, this thesis tries to combine the community construction with public security establishment, study theories and practical experience as a whole, make an initial structure of the city community system of China and analysis the present situations and problems of the establishment of city community security system and provides relative solving measures.The thesis is divided into four parts:The first part begins with people' s knowledge about community. It briefly introduces the basic contents of city community construction and deeply analyses the relationship of city community and security establishment.The second part makes a basic structure of city community security system, points out that this system includes three parts: comprehensive protection-community construction, special protection-community policy affairs and regulations protection-community rectification and go on analyzing its characteristics and functions.The third part analyses the present practical problems through research of actualities of city community security system establishment.The fourth part compares China with other countries, learns some experience form western developed countries, combines theories with practices and tries to find ways and means of city community security system establishment.
