The collection of public crisis information is the first tache and foundation that the government make policy to deal with a public crisis, is one of the important part that public crisis manage. In this selected topic, multiple-disciplines knowledge will be exploited to investigate omni-directionally the question of governmental dealing with the public crisis information collection (PCIC); and based on the comprehensive investigation and synthetic analysis as well as on the adopting academic research achievements, to complete the governmental specific research on the following aspects: the governmental definition to the key conceptions of PCIC, the necessity and timeliness of PCIC, the current situation and problems of PCIC, the principles, methods and fundamental requirements of PCIC. The research will focus on "taking precautions" before the occurrence of the crisis through the crisis information collection, and also on decreasing the damages and loss as minimum as possible if happened the crisis, to stress the belief of"precautions"is more important than"eliminations".The project will be directed by the epistemology of Marxism, and to be carried out from the position of social sciences, mainly relied on the government theory, decision-making theory and information management theory. The fulfillment of the topic will have significant meaning to improve the crisis precaution plans to the national suddenly-arising events or incidents, to elevate the public crisis management capability and decision-making level of the governments, and to fast the construction of harmonious society. The author will study the collecting channels which should be managed by the governments in dealing with the public crisis information, mainly from the level of administrational management as well as combining with the author personal working experience, in order to supply the omni-directional and multi-layers information and channels for the theoretical and practical research fields, and to supply more comprehensive and objective information for the scientific decision-makings, therefore to resolve effectively the problem about the prediction, early-warning and precautions of the crisis.
