Historical Investigation And Realistic Enlightenment On The Leadership System Of CCP From 1949 To 1976

The Communist Party of China, as the party in power, is a leading nucleus of the cause of building socialism and at central status in contemporary Chinese political system. The leadership of the Party sets the overall situation of Chinese socialist construction as well as the process of the revival of Chinese nationhood. After entering the new century,"our Great changes have taken place in such aspects as our team of the party members, status and environment that the Party is in and the task that the Party bears. Our Party has already changed from a party leading the people to struggle for capturing national regime and which has been in power for a long time, already from a party leading national construction under the state of receiving outside blockade to the one leading national construction under the condition of overall reform and opening-up."Jiang Zemin pointed out in the report of 16th National Congress of CCP:"the pulse that contemporary Chinese society advances must be held, and the style of leadership and governing and the institution of operation should be reformed and improved, thus making the work of the party rigorous."To reform and improve the leadership structure of the Party is not only an important task of advancing the new great project of the Party constitution in an all-round way, but also the important political guarantee to insist and consolidate the leadership of the Party and to prosper the cause of building the Socialism with Chinese characteristics.What this article probes into is to explore the historic process of leadership system of the Party from the beginning of foundation of new China to the ending of"the Cultural Revolution". On one hand, the Party made great contribution to the achievement of new-democratic revolution, obtained wholehearted support from the nation and became the absolute leading nucleus. On the other hand, the Party has just finished the transformation from the party which led the revolution to the one in power, without abundant experience of leading the people to build socialism. So there's no choice for the Party but explore gradually how to lead socialist construction specifically and what kind of leadership system to follow. The Party succeeded in leading the starting of the socialist revolution and socialist construction in this historical period. But as an only party in power, the Party went through a lot of frustration in the formation, development and improvement of the leadership structure.
