The Real Diagnosis Analysis And Case Study On The Local Basic Governments' Credit In China

Governmental credit is the premise and foundation of the market-oriented economy, and a favorable environment for governmental credit is the necessary qualification and basic guarantee for persistent, speedy and healthy development of national economy. The higher market degree of economy, the higher the demand on the development of government credit objectively. Therefore, it's meaningful to carry out a research on our local basic governments' credit situation.This paper investigate on the current governmental credit situation of China's local basic governments, the displays and reasons of credit deficiency on the basis of review and comments of its current situation through interviews and questionnaires, etc. Seven-point Rating Scale and Harmonic mean are adopted to handle and compare the investigation data of two level governments of the county (district, city) and the town (rural area). In conclusion, the whole level of our local basic governments' credit tends to be low, especially in the aspects such as the authenticity of statistic data, the probity of cadres, the succession of policy, the duration of working mechanism, etc. Membership Grade is adopted when analysis the displays and reasons of credit and reasons of credit deficiency in China's local basic governments. Main displays include: committing in superficial projects which earn high political fame; distorting important standard and statistic data of national economy and social developments; corruption, law and discipline violation of some cadres; lack of stability and succession of the policies, subjective and objective reasons for credit deficiency lie on: the shallow understanding on governmental credit of government cadres; the unscientific evaluation system of local governments' performance, the low legalization of administration power, etc. For the purpose of deeper recognization and understanding on this topic, a case study of communal affairs happened in Dongyang, Zhejiang Province on April this year is also involved.In the last part, study also made on the countermeasures towards enhancing the development of our local basic governmental credit. Especially, workable measures on the following five aspects: push on the political developments and the political system innovation; set up scientific and democratic administrative decision-making mechanism; establish a scientific and reasonable government performance evaluation system; strengthening the administrative and ethic construction of the government; establish and perfect the governmental credit management system.
