At present, a great number of scientific research institutes, academies, leading bodies, and grass-root units of the PLA are situated in large cities, such as Beijing, Shanghai, and Guangzhou, where the supply-and-demand conflict of housing for officers has remained sticky for decades of years. Particularly in 1998, the establishment of the new national system of resident housing allocation, and the implementation of new policy of resident housing allocation( housing allocation monetization, housing supply socialization), made it impossible to rely on the civilian units to solve the housing problem of officers transformed to civilian works. However, because of the low housing subsidies and income (esp. in large cities) which result in a limited purchasing ability of officers, as well as of the economy housing in scarce number the government has failed to provide in time, a large number of officers transformed to civilian works are stranded in military officer housing, and further worsening the already-severe housing problem. The housing problem has already undermined the officers' spirit of devotion to work, and then the consolidation and improvement of combat strength, which will affect the defence and military modernization. Therefore, it is of great significance to solve the housing problem of officers in large cities. Taking the Shanghai-stationed naval unit the writer is affiliated to as a sample, the writer analyzes the housing status quo of officers in large cities, and the caused of the housing problems by making use of relevant theories. It is convinced that it is the "systematic deficiency" in the military housing allocation in kind that has resulted in the sticky the housing supply-demand conflicts. On the basis of analysis, detailed policy proposals are give to solve ultimately the housing problemof officers in large cities: housing allocation monetization------the state providesofficers with housing subsidies in total amount, which is distributed to individuals infull currency; housing supply socialization------the local governments provide in-timeand enough economy housing to officers; or to solve the problem by the running of a combined mechanism of market and government. Finally, the article also conducts feasibility analysis on the policy suggestions (including the housing subsidy fund and house resources of officers) to state its actual application value.
