The continuous improvement of the national economy and society, as well as the rapid rate of China's urbanization in recent years, made urban residents' housing problems becoming increasingly prominent which is not only concerned by the majority of people, but also becoming the authority's one of most important tasks. Since the “Eleventh Five Year Plan”, China began to vigorously carry out the construction work of various public housing, and until the “Twelfth Five Year Plan”, China has constructed more than 36 million public housing and currently the urban housing security coverage has reached more than 20%, basically realizing the great goal of solving housing difficulties of urban low and middle level income groups. With the growing number of public housing, Chinese authority's work transition from how to solve the housing difficulties of security groups to how to assign the public housing to suitable group so that maximize satisfaction of security groups.This paper considered the current distribution method named “Luck” was obviously full of randomness and did not consider the actual needs of applicants. Therefore, it presents a method for solving the problem of public housing allocation. Firstly, this paper summarized and analyzed relevant researches at home and abroad, simultaneously it introduced current demographic, economic and housing security development situation of HS City(a city in central China), and pointed out problems existing in the allocation processes. Then combined with the reality of HS City, and learned from the assignment model, this paper established a general model and an expanded model of public housing equitable distribution. After that, it carried out example simulations of above models respectively, and verified their feasibility and scientificalness through comparison with results obtained from simulating “Luck” way, at last, this paper analyzed the application of these allocation models in HS City.
