In the recent half century, we' ve seen continuous expansion of international trade activity, and the reality of deteriorating global environment as well. International society thus was pushed to think over and focus on a new territory - the problem of trade and environment. "Sustainable development" from for the first time, clarified the unification relationship between environmental protection and trade development, and realized human being recognition upgrade in Eco-era. In accordance with this tendency, WTO established Trade and Environment Commission (CTE) specialized in coordinating environment and trade development. In the new round of negotiation, one of the focus topics in 4th Doha Minister Conference and 5th Cancun Minister Conference is aiming to achieve win-win-win status on trade, environment and development. In such sense, Doha Mandate obviously declared start of a new phase, that linking trade and environment is a kind of irreversible tendency.Under this background, in accompany with globalization acceleration, International trade law and international environmental law, the two branches which used to be independent, are now attached together. This is the Green Trade System defined in the paper. Green trade system is emerged and developed on the basis and in the target of sustainable development, through coordination of two main programs, international trade regulation and international environmental regulation. Since sustainable development concept itself is developing, and these two programs also have diversified cross-section, the biggest difficulty of green trade system, no doubt, is how to keep dynamic balance, yet surely on the other hand, this is the source of strong life force. In the meantime, Green Trade System in this paper is with narrow definition, which is mainly discussed in international category.This paper is structured in three chapters. Chapter one starts from the international environment deterioration cause, from the aspects of emergence and development of international environment law and environmental protection progress under WTO frame, elaborates evolution of environment and resources protection law.Chapter two emphasizes on analyzing the relationship between environmental protection and free trade, illustrates that these two aspects are cross-affected and mutually penetrated. Moreover, through sustainable development concept, essence of these two aspects is unified. This chapter also illustrates Doha Mandate on trade and environment.Chapter three elaborates green trade system. Firstly is to analyze the foundation of green trade system is sustainable development concept, secondly is to introduce essential composition, ie., TREMs under WTO frame and MEAs. Due to limited paper length, this paper omits introduction on another composition as regional environmental law and international standard system. Furthermore, based on author' s case study through career experience, this chapter verifies that green trade system figures out the new tendency of global environment and trade, is and will affect future international trade structure.
