Public service is a kind of special public products .Its commonality determines that the government is responsible for giving public services. Therefore, public services should be an important function of the government. But it is not to say, all of the public service must be provided directly by the government. Those in our country in planned economy times easily lead to financial crisis. The westerms'public services reformation gives us a new way, it according to the market value direction, introducing competition and price mechanism, breaking the monopoly by the government, depending on working together of the government,market and the third sector.With the development of our market economy, the rise of the sector and the character of public service themselves, it is possible to introduce the competition mechanism into the public services. It fact, the public services function pattern of our government is changing. The old monopoly pattern by the government is broken gradually and the new competition pattern is in practice or competition can raise public service level, improve supplying efficiency greatly and lessen the burden of government finance.China is the first one, which develop market reformation in socialistic country. After more than ten years, our marketable reformation is scrabble, which improve supplying efficiency greatly and lessen the burden of government finance. But we know that the western's public services reformation carrying through successfully is base on perfect market economy, but our country's market economy is faultiness, and public service reformation also lead to much problems, so that to country's reformation, the best way is our country innovate actively base on the experience of the western's public services reformation.The article consists of six parts .The first part is an introduction.
