Analysis Of The Political Conception Of The Public Choice Theory

As an important theoretical school in contemporary western political science and economics, the public choice theory applies the hypotheses, methods and patterns of economics into the political realm, so as to analyze the behavior features of the main bodies in the political market, namely, individuals, groups, governments and parties, and the influence of their behaviors on political decision-making, thereby reaching the conclusion of the government failure, division of the group interest, and indemocratization in democratic politics. This theory interprets the political processes different from the traditional political theories, becoming the important theoretical basis for the reform practice of the western government. Researching on the political conception of the public choice theory helps us to promote the integrated research of the political science and economics, providing theoretical support for the research on how to resolve some political and economic problems in the present society and how to propel the political structural reform in contemporary China.The thesis consists of three sections. The first part discusses the development of the public choice theory as well as its connotation and the research patterns, revealing the historical certainty of its initiation and the perspective characteristics of research content and research patterns.The second part expounds the political conception of the public choice theory specifically, including the conceptions of the government, group and democracy. The government conception focuses on the common resource excuses for the existence of the government, its functions and types, and the reasons for its failure, pointing out that the existence of the special interest in government itself is the root reason for its failure. The group conception analyzes the behavioral logic and the division of the group interest, indicating that group politics brings about the result of indemocratization, and obtains the relevance between the group politics and the rise and fall of a country from a large number of historical analyses. The conception of democracy mainly analyzes the rules of collective decision-making, election, party politics and so forth. Owing to the divergence of analysis approaches, the political conception of the public choice theory arrives at different conclusions from traditional and political science and opens up a new horizon for political research.
