According to public choice theory (Public choicetheory), are "economic man" and, therefore, always maximize the benefits to choose their behavior. Therefore, as long as there is a public power, as long as the regulatory system loopholes, as long as the cost of corruption is far less than the consequences of its culpable, corruption is inevitable. Thus, with the opening up and China’s rapid economic development, the problem of corruption of government officials and key positions are more and more serious, gradually expanding the field of corruption, deepening the level of corruption, corruption, innovation, the hidden nature of corruption is increasingly high. Therefore, we must effectively build a good anti-corruption system to prevent the occurrence of all kinds of corruption.There are two main anti-corruption experience in the Chinese history:ethical corruption, rule of law, anti-corruption. The former focuses on the inner cultivation of the officials, the latter rely on harsh punishment. Different countries or regions in contemporary society there are some good anti-corruption experience:for example, focus on the investigation of an independent body of the Hong Kong model; focus on the American model, advance prevention and early warning; characterized by high salary for the Singapore model. According to our country, it should be a variety of effective experience, creating anti-corruption system with Chinese characteristics. The main idea is:to strengthen the spirit level governance, build and promote lasting, consistent anti-corruption culture in the society as a whole; strengthen the governance of the system layer, rigid design, strict anti-corruption institutional system; strengthen the governance of the physical plane, to improve the key positions, remuneration packages, the formation of clear, a positive anti-corruption material support.
