At the beginning of 21st century, Chinese peripheral environment continues to make complicated and profound change, take on great difference in geography, show different situations of"stable land, but urgent coast": in land, Sino-Russia border disputes in history have been solved peacefully, and Sino-Russia and Sino-India relationships have been improved. The Northwestern and Southwestern border tensions have been eased up; but in the coastal areas, the Chinese seas and the marine control are under pressure due to the provocation of"Taiwan Independence", American-Japanese Alliance, the Diaoyu Island issues, South China Sea disputes, and non-traditional security issues. The coastal safety deteriorates and becomes the focus, because of the expansion of oversea trade and exchange, the exploration of marine resources, and the rise of coastal economy and culture positions.The paper reflects the history and present situation of the geographic security in China's coastal areas, and analyzes the coastal security factors, from the angle of geographic and security strategy. It elaborates on the"security dilemma"with the methods international mechanism of liberalism in the theory of international relation, study of China's politics and the realistic relationship between powers, and the constitutive sociology. The dilemma, characterized by East Asian regionalism, new environment of security and sea rights and so on should be solved, to promote the continuous, speedy, stable and peaceful development.There are four parts as follows:Part One: the history of China's coastal geography. It first introduces the construction of the coast in the Ming and Ting Periods, and the new issues of the coastal construction since the founding of new China and especially reform and opening up to the outside world of thirty years ago.
