East Asian Security Cooperation Mode Analysis

After the end of the Cold War, the regional security cooperation mode in East Asia had been dominated by the U.S. alliance syatem and this mode have formed the main security architecture in East Asia and it will affect the East Asia Security process in the long time. With East Asia's sustained economic development and the spread of Regionalism in the region, to regionalism and regional multilateral cooperation as the main content of Security Cooperation mode in East Asia shows exuberant vitality. On the other hand, as one of the region major powers, to adapt to the requirement of the development of regional and international situation, China put forward a new security concept which combined with the national development strategy and advocates to work together through the agreement of all parties to achieve the regional security environment under collaborative governance.After 20 years of development and exploration, East Asia gradually formed three main security cooperation modes: the American alliance system guided regional security cooperation mode; the security cooperationa mode based on ASEAN regionalism; and the collaborative goverance security mode with a new security concept as the main contents which is advocated by China. Of these, the American alliance syetem guided regional security cooperation mode has taken a leading role, the regionalism and collaborative security modes are still in the process of conceptual promotion and institutional construction level.Various security cooperation pattern need to be carried out to optimized combination on the basis of the interaction between each other. This is not only the actual problem the East Asia region facing, but also the inevitable requirement of the international situation and the trend of globalization after the Cold War. The existing East Asia security cooperation forms including bilateral military alliance or quasi alliance, the ASEAN Region Forum, Four-party talks, Six-party talks, and a series of "the second track activity". Among them, the ASEAN Regional Forum and the six-party talks are the main and the most influential security cooperation mode, they respectively play a major role in the security construction in the asia-pacific, especially in Southeast Asia and Northeast Asia.Although East Asia facing complex regional security environment, and the situation is likely to further exacerbate with the implementation of the policy of the United States to return to East Asia. But,to our excited,many existing positive factors which promoting regional security cooperation development are not disappear because of the changed security environment, on the contrary, the East Asia security process shows a development situation.
