The call of consummate our administrative assistant law system is extremely high in recent year,such as the safeguard survival system of country,the posit of outcast in city.The central and all levels of governments have taken certain measure in practice..But the research of this system is destitute in our country.I try to do a little research on this.Assist people who in difficulty is the government's duty,It is also one kind of human right for people.It is important to establish harmonious social and it can accelerate the development of society.I think the research of the administrative assistant have the practical significance and it is necessary. The direction of this article has been established when I was in grade two.But I cannot carry on the investigation and study of all sorts of reasons.This article includes three chapters:The first chapter introduces the research of the administrative assistant law system in our country. The concept of administrative assistant is not ensured in our country, There also lacks the fundamental research of administrative assistant in our country.I carry on the trifle analysis on the reason why this kind of phenomenon is appeard at last in this chapter.The second chapter is the most important part of this atticle.In the first section I analyse the discrimination of some concepts and the concept of administrave assistant.I make some analysis on the the social background and the system background of the administration rescue law system in our country.From this we make the conclusion that the administrative assistant law system cannot fit on social development and we should improve on the system in order to fit social development.The third section talking about four essential factors of establish the administrative assistant law system. Namely administrative assistant origin and development tendency, the development of human rights theory,theory of"Justice"and the expansion of"Service Administration".I think the four factors are the important sustentation of establish the administrative assistant system..In the beginning of the fourth section I analyse the character of the administrative assistant system ,then introduce the main body and object and content and form of administrative assistant.It expands our country existing administration assistant connotation and extension.The third chapter I make some analysis on administrative assistant legal act. Administrative assistant legal act means give people certain rights,and the main performance for depends on the behavior which the relative person applies,but in necessary it needs government positive action.In the last we discuss whether the administrative assistant has the compelling force.My opinion is the administrative assistant does not has the compelling force ,because it give people rights not duty.
