The government must be actively involved in the civil society in various ways, which is the requirement of the social's development. At the same time, the function of the administrative department has expanded to the social, economic, cultural and other fields, and in the civil society, the function of the administrative department has taken a increasing proportion. And it has extends to political and economic filed, not only in the social life. In 1938, German scholars Fuersituo Hough proposed contributing administration theory, which let the "life care" as the core concept.Its subject is the concrete, individual members of the public. We have paid more and more attention to it. China started to research contributing administration relatively late. Compared to Western countries, theory is not perfect. In particular, to study the assistant administration is only in recent years. However, the role of assistant administration should not be underestimated. With the transformation of Chinese society, more and more of the problems are exposed. The supply of administrative and the social security administration can not solve the increasingly complex issues. The assistant administration has its specific advantages---directly, specially, which make it as the main method to solve the problem for the government.
