"The revolution in military affairs(RMA)",which started to unfold at the end of the 1960's and the early 1970's, has larger scale and deeper impact than any other military revolution in the human history. After entering the 1990s, after the Gulf War, the Kosovo War, the Afghan War and the war in Iraq, several high-tech local wars, driven by the accelerated development of RMA in the trend is entering a qualitatively new stage.The theory of realism to RMA intensive analysis, summed up the international political effects of RMA, and China how to meet the challenges of RMA made a few suggestions. The paper is divided into four parts :Part I, the rise of contemporary RMA. First introduced the emergence of RMA, and its concept defined, and then the main elements of RMA, the informationized weaponry , innovative military doctrine and the leaner but better force structure three main aspects to be analysed.
