Rawls' justice theory experiences two developments in all and there are three stages. A Theory of Justice is a comprehensive doctrine and it holds ethical justice. After realizing the fact of reasonable pluralism in modern democratic society and partly receiving the communitarians' critique, Rawls defines "justice as fairness" as political justice. Then, his theory develops into the second stage----political liberalism. Due to the development happening to the definition of justice, consensus, well-ordered society,public reason and the view of virtue ethics, which are related to it, have logically altered. A Theory of Justice and Political Liberalism both deal with the problem of how to realize "justice as fairness" in only one society, while The law of Peoples deals with another one, which is how to make the realization of international justice between all kinds of societies come true. This is the third stage of Rawls' theory.
