The social credit system should consist of individual credit, enterprise credit and government credit. Government credit is core of the social credit system, which has fundamental, decisive and orienting function. A good social credit system can't be established without good government credit. Constructing and improving government credit are essential requisite of ensuring social stability and the development of economy as well as a fundamental requirement adapting to be a member of WTO. As the organic component of national regime system, local government credit forms and embodies national credit. Nowadays, lack of local government credit is a prevalent phenomenon. Therefore, it is very urgent to strengthen the research on local government credit and construct a scientific, objective and just evaluation indicator system so as to take effective measures to improve local government credit.This paper takes local government credit as research object. First, the author summarized and reviewed relevant research on government credit. Then the author defined government credit and analyzed the characteristic and demonstrative form of government credit. Based on the definition of local government credit, from the angle of local government's function, the author constructed the credit evaluation indicators system theoretically following the principle of systematic, validity, maneuverability and comparability. Then the author conducted questionnaire investigation on the indicators system and analyzed the results using subjection degree analysis and factor analysis. Finally an evaluation indicators system with good reliability and validity was formed.
