Research On The Construction And Application Of Local Government Credit Evaluation System

A report about mental health, life satisfaction, social fairness, respect and recognition,social trust and social mood of Chinese society in2012was issued by ChineseAcademy of Social Sciences’ sociology institute in2013, which is called ’Socialmentality blue book’. This report shows that the overall trust of Chinese societyappear to decline constantly at present. The vast majority of people express that theydo not trust the strangers, because the sense of trust is gradually weakening. Thesense of distrust is continued to deepen between different groups and classes, andsocial contradiction strengthen continually as well. On the contrary, socialcontradiction could lead to loss of trust. The social credit system which is constitutedby government credit, enterprise credit and personal credit will be caught in a viciouscycle in the end. The government credit is the core of the social credit system, andplays a dominant role. So, public will reduce trust to government continually once thegovernment lack of credit. If the problem is not solved timely and properly in a longtime, it would form social unrest factor. More seriously, it could cause social unrestand become an incentive of emergencies, but also affect the development of socialeconomic. Therefore, it is clearly important to strengthen the research of localgovernment credit. We should build a scientific and feasible local government creditevaluation system to evaluate the government credit. On the one hand, thegovernment credit evaluation system can assess reasonably the management andservice quality of administrative department of government, and enhance effectivelypublic to supervise the government. It can restrain the behavior and decision-makingof some government officials to prevent the corruption. On the other hand, thegovernment credit evaluation system can promote scientific, standardized and highlyefficient construction of social credit system mechanism, so as to continuouslypromote the overall economic and social prosperity and progress.The local government credit is the research object in this thesis. The research resultof government credit from domestic and overseas are reviewed at first, then we definethe connotation of government credit, generalize the kind of government credit andthe evaluation method of government credit, and analyze the present situation of our country’s government credit and illustrate the reason. Secondly,combining theoretical research and empirical analysis, and based on the literaturereview and practical research, we build an evaluation index system of localgovernment credit. By the questionnaire survey, and analyzing the result ofquestionnaire survey, Then the evaluation indexes of government credit are filtered toestablish a more scientific evaluation model of local government credit and apply inpractice. As an example, Jinning County is comprehensively evaluated in thecredit.Through the analysis of the evaluation result, some countermeasures andsuggestions of improving local government credit are presented in the end.
