The Research On Integral Management Of Military Finance Resources

Scientific and efficient management is very important for decreasing cost of army construction, improving the effectiveness of military system operation and strengthening fighting capacities. At present, how to accomplish the great task of support based on the limit of the present financial resources under current situation we must follow the rules of military economy and manage the financial resources scientifically. The initiative thought of the paper is that scientific view of development and best allocation of military financial resources are regarded as new criteria; attainment, allocation, utilization and evaluation of military financial resources are analyzed and studied systematically to realize the scientific management of military financial resources and make best allocation and efficient utilization of military financial resources; military finance management is reformed through the integral thoughts. Integral management of planning and budgeting is carried out and military monetary budget institutes and compiling manners should be reformed during the whole process of attainment and allocation stages of military finance. At the phase of utilization of military finance resources, monetary budget management and assets budget management should be combined organically and military finance and assets should be managed integrally according to the reality of our army.
