Social mobility theory as the tool, to analyze the system policy has effect of promoting social mobility; In addition, in the perspective of social exclusion theory, measure system policy, the policy the degree of reduction in the aspect of social exclusion. First of all, from the perspective of system as the policy of benefit groups, system as object of benefit that is predominantly rural migrant workers migrant workers can not get it in the door. On the migrant workers enter a strong appetite, but because of the household is also difficult to enjoy the treatment, led to household act less features. Finish straight from the number, indicators, can pass a points-based policy enjoy city public service resources group. From the perspective of the quality of system implementation, has the interests of the household is not guaranteed, have door to communities, on a city’s identity and sense of belonging is not strong. Secondly, from the point of view, the introduction of human resources system on the number of human resources are in short supply, and the quality of human resources system guide performance deficiencies.System policy as a social benefiting policy, its implementation there is a gap between target and implementation effect.
