The immediate subject that faces the Chinese Army is to actively carryforward the military reform with Chinese characteristics, to take the roadof fewer but better troops with Chinese characteristics, to accomplish thehistorical tasks of mechanization and IT application with efforts. The key toaccomplish the great subject is talents, and the foundation lies ineducation. Military academies, as the important base for various personneltraining, it plays a basic and vanguard role and having an overall bearingon the military construction. As a special fighting group, the members inthe group are various. According to the classification of the Officers Law ofthe People's Republic of China, the officers in the military academiesinclude operational officers, political officers, logistical officers, equipment command officers and training officers, and training officersmake up a great proportion. Training officers are the brainworkers in themilitary academies and they are a high-quality group on the whole. The keyof the human resources management in military academies is how tocontrol and instruct training officers, and exert their research potential tothe great extent.Chapter one expounds the background and the significance of thesubject, the present condition of the research and the methods of theresearch and the main contents of the essay. Chapter two introduces brieflythe theory of modem human resource management and incentivemechanism. Chapter three discovers the particularity of the humanresources in military academies and expounds the demands for theincentive in training officers group in the military academies, and analysesthe problems and the deep-rooted causes existing in the incentivemechanism for the training officers. Chapter four is the key part of theessay, brings forward a series of strategies and methods on optimizing theincentive mechanism for training officers in the military academies basedon the analysis of the previous chapters and connecting the demand of training officers in military academies and the problems existing in themethods of the current incentive mechanism, such as establishing andperfecting law system, creating the incentive environment actively. It alsodesigns models of the incentive mechanism for training officers in militaryacademies.
