As a new modern city, Zhangjiagang City has already hold about a floating population of 710000. Scale of floating population on the one hand, promoted the growth of Zhangjiagang City, but on the other hand poses challenges to its urban governance. Therefore, maximize the policy system in the shortage of attracting talent, especially talent, and promote to improve the quality of floating population, maintaining social stability positive role of public security is Zhangjiagang City’s needs to solve the problem. This article is from the perspective on the study of management of the floating population, the analysis of relevant concepts and research situation after combing the research situation at home and abroad were reviewed and summarized. And then through the literature method, comparison analytic method and so on to the Zhangjiagang City flowing population present situation and the management mode are analyzed. And the paper focus on the integral management system carries on the detailed analysis on the new citizens, and combining the successful experience of management of the floating population of the country.Zhangjiagang City New Public Management covers the integral medicine, entrance and enter a three piece of content. Through the public security, judicial, civil affairs, social security and family planning is made as a whole more than 20 departments, such as a series of supporting policy document, initially formed the service management system for the floating population.
