| In May of 2003, the Central Party Committee puts forward to the great action of launching the modern distance education to the Communist Party and cadres of China in the rural of Shandong, Hunan and Guizhou Province. It is a different teaching type from the traditional party education and political teaching face to face. The article is analyzing the teaching contents, teaching speciality, the teaching management problems and facility for the example modern distance education in the rural of Shandong, Hunan, Guizhou Province.The article does some researching work about the new conditions and tasks of the rural Party and cadres face to. the first is how the modern distance education extends and serve the study society in the countryside to satisfied with the needs of study all over the life to the rural party cadres. the second is how to promote the modernize of the teaching and teaching management model, the third is how to set up a training system of opening, wide ---scoping and high-quality. The thesis is analyzing with the problems of the teaching--management mechanism, troops construction, teaching--organization, teaching--valuation, teaching--information feedback and some relevant policy measures in the great action of launching the modern distance education of the rural Party and cadres of China , by adopting the public management and related knowledge ,with the methods of the system analysis method, questionnaire--investigating method and the case example analytical method etc. then puts forward to the management sorts of teaching-organizing, the structure frame and contents framework of the teaching-management, fully designs the troops construction and teaching from the three hands of teaching, teaching-management and technique service of the rural Party and cadres in the modern distance education. It will have a certain directive instruction meaning to the modern distance educational work of the rural Communist Party and cadres of China which is launching currently.
