On The Government Power Officiating Criterion

The effect of government power officiating relates directly to the national economy development and social stability, the condition of local government power circulation will certainly affect our country's effective management of the local place and the whole society. Nowadays China is in its social transformation period, the local government power officiates beyond regulation to different degree which breaks the government's image in people's heart. It also produces negative influence to the modernization construction of our country. In order to prevent and rectify divergence and disorder of the local government power circulation so as to make sure of long-term and steady development of social economy, we'd better change the government working function, set up scientifical and reasonable inspection mechanism of power circulation, regulate the local government power circulation in the whole process, supervise and control its power circulation result according to the reality of local places. Therefore, it is meaningful both in theory and in practice to study the government power officiating criterion.Under the guidance of dialectical materialism, by combining regular analysis and empirical analysis, political analysis and ecological analysis, realistic contradictory analysis and historical analysis, as well as systematical analysis and comparative analysis, this paper elaborates the problems, types and causes of our country's contemporary local government power actual operation and system arrangement systematically, deeply, and comprehensively.
