Research On Problems And Countermeasures Of Local Government Power List System

The power list system is an important measure for governments at all levels to publicize government power and government streamlining.In the Decision of the Central Committee of the Communist Party of China on Several Major Issues of Comprehensive Deepening Reform,adopted at the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China in 2013,it was clearly stated that "The power list system of local governments at all levels and their working departments should be implemented,and the power operation process should be made public according to law".This is the first time that China formally put forward the concept of power list system in Party documents.Subsequently,the power list system has been mentioned many times in the Report on the Work of the Government and major meetings of the Party and the Government over the years.Especially at the Nineteenth National Congress and the Third Plenary Session of the Nineteenth Central Committee of the CPC,it was repeatedly reiterated that we should "Strengthen the restriction and supervision on the operation of power,lock power in the cage of the system","Comprehensively implement the system of the list of powers and responsibilities of government departments,standardize and restrain the performance of duties,and let power operate in the sunshine".Implementing the power list system is not only to protect the people’s right to know,but also to put government work under the supervision of citizens.It is also an important driving force for the state to promote the government streamlining,build a government ruled by law and a service-oriented government,and deepen the reform of the administrative system.It is of great significance for China’s reform in the "deep water area".Starting from the pilot start of the power list system in 2005,the power list system has been developed for 14 years by the implementation of this system throughout the country.With the development of the power list system,governments at all levels pay more attention to the power list system.In practice,many good results have been achieved,such as the work efficiency of government departments has been greatly improved,the openness of power has increased,and to a certain extent,it has solved the problem of difficult public affairs.Thus,the operation of administrative power is effectively supervised and restrained.Effective supervision and restriction have been carried out,but at the same time,the implementation of the system is also facing many practical difficulties.This paper mainly uses the methods of literature and empirical analysis,from the perspective of restricting and standardizing government power and implementing government affairs publicity,and takes the problemsand reasons of power list system as the research object.On the basis of comparative analysis of the implementation of power list system in Hebei and Anhui provinces,this paper tries to put forward reasonable,effective and feasible solutions for the standardized operation of power list system.Way.Except for the introduction and conclusion,this paper consists of three parts:The first part introduces the basic concepts of the power list system.This paper expounds the meaning of power list,the meaning and characteristics of power list system,analyses the core idea of power list system,and explains its theoretical basis.The second part analyses the current situation and reasons of the implementation of the power list system by local governments in China.This paper elaborates on the development process of the power list system,makes a comparative analysis of the actual operation of the power list system in Hebei Province and Anhui Province,and at the same time compares the achievements made since the implementation of the power list system in China,such as the obvious effect of simplification and decentralization,the increase of the openness of government power,the solution to the problem of public affairs to a certain extent,and so on.The operation has been effectively supervised and restricted;the practical dilemma in the operation of the power list system of local government,such as the irregular preparation of power list,the conflict between different levels of government and different departments of the same level of government,and the deviation in the implementation process of the system;the causes of the problems,such as the disputes over the nature of the power list,power,etc.The main body of the power list system is not clear,the power list system is lack of macro-control,the related supporting system of the implementation of the power list system is not perfect,and the dynamic management mechanism of the power list system is lacking.The third part puts forward the countermeasures and suggestions to promote the standardized operation of the power list system in China.That is,to speed up the process of legalization of the power list system,to further straighten out the internal and external relations of government authority,to standardize the preparation of the power list,to supplement and improve the supporting system of the relevant legal system,and to improve the dynamic adjustment mechanism of the power list system.
