Research On Urban Residential Scheme Of Minimum Standard Of Living In URUMQI

The scheme of urban minimum standard of living plays a positive role in alleviating poverty since it was kicked off in Urumqi. In practice it is becoming increasingly sound and perfect, and enlarged in terms of contents and range. However, many problems arise from it. This paper is aimed at making a further probe into this scheme, finding out its drawbacks and problems and advancing corresponding policy proposals.This paper makes an initial theoretical analysis of social security and scheme of minimum standard of living for needy urban residents, provides theoretical support for the scheme of urban minimum standard of living in Urumqi, analyzes the development of the implementation of the scheme of urban minimum standard of living in China, finds out facing difficult situation and some existing problems, and puts forward some countermeasures on perfecting the scheme of urban minimum standard of living in Urumqi with the present situation in Urumqi taken into consideration.Generally speaking, the scheme of urban minimum standard of living is offered by the local government. As a result, the establishment of the scheme of urban minimum standard of living should base itself upon government capacity of crucial importance. Only by making a timely and comprehensive readjustment and innovation in terms of concept, institution, policy, law and operational mechanism, can we bring into full play the better role of the scheme of urban minimum standard of living and create favorable circumstances for healthy social and economic development in China.Based on the investigation, bibliography and contrastive analysis of statistics, through the combination of norm analysis and demonstrative analysis, and the integration of quantitative analysis and qualitative analysis, this paper makes a tentative study of the status quo of the scheme of urban minimum standard of living in Urumqi.
