Chinese Urban Residential Scheme of Minimum Standard of Living is unique with Chinese characteristics. It is a result of social development, and it is also an important symbol of the modern civilization. So it is regarded as a "safety net" and "shock absorber." In June 1993, Shanghai took the lead in establishing Urban Residential Scheme of Minimum Standard of Living. In September 1997, the State Council issued the policy of "Urban Residential Scheme of Minimum Standard of Living". In September 1999, the State Council promulgated the "Ordinance on Urban Residential Scheme of Minimum Standard of Living". Since 1998, Xi'an has started its urban residential Scheme of Minimum Standard of Living. The number of people receiving minimum allowance has reached 152,000 by 2005. Basically it benefited those who needed the assistance. The role of the implementation of the system should not be underestimated as it ensured the life of the poverty-stricken population in Xi'an, promoted social stability and the further deepening of economic reform.However, Urban Residential Scheme of Minimum Standard of Living in Xi'an has posed some problems in its implementation process. For example, the standard of poverty is low and the structural design of the system is too simple; it neglects the special needs of different types of poor families and is lack of financial support; little job opportunities is available for allowance receivers and their reluctance in getting employed.To solve the problems listed above, this paper presents an alternative of Urban Residential Scheme of Minimum Standard of Living in Xi'an. First, we should study food and non-food standards and the basic needs of life in different types of families, so as to determine the minimal needs and thus set the rational criteria of minimum subsistence. Second, we must ensure the financial sources of minimum guarantee in that the government at all levels have reasonable sharing of the funding and the personal income tax system should be as the special fund-raising channel. Finally, the government is responsible for cultivating allowance receivers' self-support ability, seeking effective economical means to create new job opportunities for different types of allowance receivers ,so as to help them relieve and get rid of poverty and achieve the real ultimate target of Urban Residential Scheme of Minimum Standard of Living.
