With the making of the llth five-year plan,China begins to construct the socialist new countryside,so it is particularly important to construct the integration of urban and rural areas.In order to speed up the development of rural economy,we have to reform administrative syetem of township.The thesis firstly summarises and analyzes the course of the administrative system reform of township,and then points out the reform reasons and developing direction of the administrative system reform,and go on pointing out the character,drawback,and the reasons of being drawback on its administrative system reform at the present,for example,the right of township government is small,but the responsibility is great;finance of township is difficult to operate;playing chess between county and township,between township and villege is fierce;the transition of township govermment function can not catch up the developing demand of the rural marketing economy and the democratic politics construction of rural society ; the separation between Party and government is difficult , and the separation between government and enterprise is difficult.The thesis summarizes and analyzes the focus of dispute on the administrative system reform of local government in the township at the present。As we know,the administrative system reform of township govermment is being its motivation and its resistance,so we must reform its administrative system before innovating it,which can improve the social development.
