Problems And Countermeasures About Executive Ability Of B Town Government In Shandong Province

The town government is the basic administrative agency in the administrationsystem of our country. Meanwhile, it not only plays a fundamental important role in theeconomic and social development of our country but also forms a tie which contacts thegovernment and people. The executive ability of the township government has a directinfluence on the party and national fundamental policies and the implementation of them,so the research into the executive ability of the township government is of greatsignificance. On the basis of analyzing the principal-agent theory, the theory of publicgovernance, and the discretion theory, this article researches into the executive abilitiy ofB town government.First of all, on the basis of the analysis of domestic and foreign researches, thisarticle not only defines the township government, the functions of township government,the executive ability, the executive ability of the government, the township governmentexecutive ability and other concepts but also puts forward the theoretical basis of thetownship government executive ability, such as the principal-agent theory, the theory ofpublic governance and the discretion theory. And secondly, the article selects two sets ofthe index to evaluate the executive ability of the government. Meanwhile, a questionnaireis made to survey the problem of the executive ability of B town government and then itis analyzed upon statistics and cases. The report concludes that the B town governmentexecution environment has improved, the quality has improved greatly the Executive, theExecutive Resource gradually increased,but the executive ability of B town governmenthas still the following problems: the main implementation issues; inter departmentalcoordination is not in place; the execution is insufficient and inadequate supervision;rewards and punishment is not reasonable; the decision is not reasonable and the lack ofimplementation issues strain. In the fourth chapter, the causes of these problems areexplored. The reasons are as follows: the quality of the executive subjects is not high; theexecution resources integration is poor; the implementation of institutional is short; and itlacks of plan execution. What’s more, the government system is not reasonable, and it lacks of execution supervision and accountability mechanism. At last, the article putsforward seven countermeasures to improve the executive ability of the B towngovernment.The reform of China’s political system is in a crucial period now and the importanceof the executive ability of township government has been paid more and more attention.The supports to enhancing the executive ability of the township government are not onlyfrom the township government itself but also from the central government as well asother levels. Further research into the executive ability of B town government is alsoneeded.
