A Probe Into Sun Yat-Sen's Thought Of Administration Development

Sun Yat-Sen's thought of administration development is the inevitable outcome of the modernization movement development in modern-time China. He is the first thinker to elaborate the transformation from traditional administration to modern administration in China. The logical starting point of his administration development thought is his deep cognition and criticism of Chinese feudal monarch autocracy and bureaucratic system. It's the realistic basis of his thought. Sun Yat-Sen absorbed the cream of the administration culture in both China and other foreign countries. In addition, he also brought forth new ideas by himself. Therefore, his administration development thought is quite distinguishing. Its theory sources are as follows: the western theory of Separation of Three Powers, Rousseau's thought of People's Sovereign Rights, Chinese traditional Three Powers Constitution and Confucianism. Sun Yat-Sen's administration development thought is very abundant and its basis is his Theory of Separation between Regime and Executive Power. Its contents consist of three levels from theory to practice. The first content is his ideas about administration development which is comprised of the idea of People's Sovereign Rights, the idea of administration by law, the idea of administration by moral, the idea of administration by talents, the idea of administration by ism and the idea of restricted powers and so on. The second content is the carrier of administration development which is about the design of administrative organizations and systems, concluding the Five Powers Constitution which is about the institution's setup and powers' separation of the central government, theory of local autonomy, self-governed systems of examination and administrative supervision. The last content is about the ways of administration development, including the aim of administration development, revolution which is the precondition of administration development, the conformity and remoulding of administration culture which is the internal basis of administration development, the modernization of people which is the decisive factor of administration development and the Orders of Revolution.
