Government procurement is one of the most important issues with a view to achieving the liberalization of world trade. At the end of 70,s,20th century, most developed countries signed《Agreement on government procurement》in the Tokyo round of GATT. This multilateral agreement began the openness of the procuring activity made by the government unit. Because of the scope of application of this agreement was still limited, a new multilateral negotiation was hold in the Uruguay round of GATT. A new agreement on government procurement(GPA)was signed in Marrakech in 1994.In spite of GPA is at presently only a multilateral agreement of self-imposed, from long-range, sooner or later it will be brought into the series of agreements of WTO.China is the Member State of WTO, it will be an inevitable tendency to go into the GPA and open the government procurement marker.In China, government procurement plays an important role in the national economy, but related regulations need to be adopted or complted.In order to make the preparation for opening the market of government procurement and entering into the GPA ,China should make full use of the trade barrier of government procurement ,establishing a domestic highly competitive government procurement market mechanism and a government procurement regulation legal system in conformity with international uniform practice, and improve the competitive capability of domestic industry in the government procurement market and the adaptability to the international industrialization of the government procurement.In the article, I compared and analyzed several relative problems of the Chinese government procurement act and GPA.Then I expounded the foreground of entering into GPA of our government, the existent problems and the policy and preparatory work that our government should take.
