With the Chinese society transformation and social stratum increasingly, the problem of social vulnerable groups as a modernity affair has already caused extensive concerns of the educational circles. In this paper a special research on the institutional vulnerable groups is made on the view of institutional ethics.The institutional vulnerable groups mainly refer to groups placed in a comparative disadvantageous position in the institutional arrangement, who live in difficult circumstances with development, and need special protection from the government to change their disadvantageous situation. Substantially, the problem of the social vulnerable groups is a problem of system, which is directly related to deviated justice during the society transformation .In other words, the institutional vulnerable groups will find its source in institutional discrimination. Therefore, the writer lay claim that, it needs the following two aspects to resolve this problem to put forth : on one hand, based on the arrangement of institution according to the justice principle, the institutional justice should be put into practice. Meanwhile, all the political, economical and social rights should be effectively guaranteed in accordance with the freedom principle, the equal-opportunity principle and the equal-right principle. On the other hand, under the premise of institutional justice, some institutional inclination and social compensation should be adequately provided to the social vulnerable groups, aiming at improving the disadvantageous conditions of vulnerable groups, and seeking for the special protection for them. Only by carrying out the organic integration between institutional justice and institutional inclination, can provide the effective institutional ethics guarantee for the protection of the social vulnerable groups.
