The Research Of Chinese Local Government’s Decision-making Mechanism At The Present Stage

The local government is the core organization that carries out of the party’s and state’spolicy, at the same time as the managers of local public affairs, in a certain sense it is both theimplementation of the decision makers and policy makers. The administrative decision-makingthroughout the whole process of the management of local affairs, and it’s the core of the status oflocal government policy, which affects the implementation of the national policy and themanagement levels of the local government directly. With the rapid development of the society,people’s live needs are also raising. This will bring new challenges to the work of localgovernment. At this stage, as a result of the lack of sufficient attention for local government’sdecision-making, especially for the running of decision-making mechanism, local government’sdecision-making error events happen frequently that affects the local government ’s long-termdevelopment seriously. In view of this, the article will be based on the present situation ofChinese local government decision-making mechanism, analysis the deficiencies of the currentadministrative decision-making mechanism, and tries to put forward the opinions andsuggestions to perfect the administrative decision-making mechanism.This paper includes five parts.The first chapter is the introduction part. The introduction part introduces the backgroundand significance of this research, summarize and analysis the relevant researches in China andabroad, based on these, it introduces the main research methods and the possible innovation.The second chapter elaborates the related theories and concepts. This chapter made thefocus to analysis the concept of local government and two groups concept about "system,mechanism" and " decision, administrative decision-making, administrative decision-makingmechanism ". At the same time, introduces several related theory of decision mechanism.The third chapter discusses the present situation of Chinese local governmentdecision-making mechanism. Firstly, it elaborates Chinese local government’s decision-makingmechanism development results. Secondly, show and analysis the existing problem of Chineselocal government decision-making mechanism by displaying cases. Finally, analyzes the maincauses of the problem.The fourth chapter expounds the political, economic and social significance of improvementthe local government’s decision-making mechanism.The fifth chapter discusses how to establish and perfect the local governmentdecision-making mechanism and puts forward some improvement ways and countermeasurestargeted.
