Research On Improving The Capability To Serve The Government Decision-making Of Local Think Tanks

As the main form of Chinese think tank,local think tanks are the main force serving local government decision-making.With the deepening of various reform measures in our country and a diversified trend of public interest demands,higher demands are made on government decision-making at all levels.Facing the complex changes of local government's decision-making environment,local think tanks are facing opportunities and challenges in serving the government's scientific decision-making.However,at present,local think tanks have not played their due role in serving the government's decision-making process.It is urgent to explore the countermeasures to enhance the capability to serve government decision-making.This study takes main functions of the think tank as the starting point.Firstly,the general effect of local think tanks in serving government decision-making is sorted out.On this basis,using case analysis method to analyze the current situation of typical cases of local think tanks in Henan province serving government decision-making,it was found that the local think tank has some problems in the process of serving the government's decision-making,such as the low accuracy of decision-making needs,the limited matching-degree of talent team qualifications,the require to improve the ability of public opinion guidance,and the weak influence of research results.Then using the theory of public service capacity to analyze causes of the problem,it was pointed out that the local think tank needs to improve the research mechanism,personnel training,platform construction,scientific research organization and other directions.Finally,by drawing on the advanced experience of think tanks serving government decision-making in developed provinces such as Shanghai,Guangdong and Shandong,this study puts forward some countermeasures to improve the ability of local think tanks serving government decision-making,such as improving the accuracy of demand identification through research and communication,strengthening the supply capacity through optimizing personnel training,platform construction and scientific research management,and stimulating research vitality by improving relevant systems.The study seeks to help local think tanks improve their functions,give full play of their role in serving government decision-making,promote scientific and democratic decision-making of local governments in accordance with the law,and also provide some ideas for the future construction and development of local think tanks.
