Public interests and private interests is a pair of important ethical category which goes through the whole human society .The concept content of public interests and private interests concerns the way of dealing with interpersonal relationship among people, the administration of the state, and even affects the process of historical development. The mainstream of traditional concept about public interests and private interests in our country is "advocating public interests and restraining private interests" and "establishing public interests and perishing private interests" .The concept, which neglects private benefits and is hard to motivate people in activities, brought about the monarch' private interests instead of the public interests and the situation without public interests or private interests in reality. The theory, as the production of Chinese traditional society, has profound social and cognitive roots; it served Chinese traditional autocratic monarchy and had obvious defects. Because of historical inheritance of social consciousness and profound influence, the traditional concept about Public interests and private interests still has significant influence on modern Chinese society. In the brilliant historical process of constructing socialist harmonious society, we should both develop and discard some of traditional concept about public interests and private interests, not only to realize the contradiction between public interests and private interests but to grasp the integrity of both, to form harmonious relations between Public interests and private interests in their contradiction and integrity, to strengthen and perfect the affirmation and protection of public interests and private interests legally and institutionally for social development with powerful internal impetus; we should set up proper social morality, to advocate collectivism and realize the harmonious development of public interests and private interests for the promotion of harmonious development of modern Chinese society.
