The Cultivation Of The Civil Society Organizations Of China And The Development Of Socialist Democracy

Along with the revival wave propulsion of the global Civil Society, and the target establishment of the socialist political civilization of China, the theory of Civil Society has appeared in the centre of the political educational circles of China now. But the theories of democracy and Civil Society both come from the western political and cultural tradition, which specially have western cultural qualities. Therefore, how to make the theories into practice in China to provide a viable path for Chinese democracy is a very important topic which deserves us to study carefully. According to the specially historical background and the social actuality of China, and synthesizing the conditions of the current research, we can say, to cultivate Civil Society Organizations to develop the new realm and new path of the socialist democracy, that is, to seek the dual democracy of the nation and Civil Society, must base upon the history of China, the traditional culture, the current reform, the market economy and democracy. We shouldn't simply copy the western theories into China. We must have some theoretical innovations, and then rise to the leading function under the Chinese conditions. Therefore, the research of this topic has deeply theoretical value and abundantly realistic meaning.The main purpose of this article is to search for the theoretical foundation from translating the theories of the western democracy and Civil Society, and find out the regulation which can combine together with and be fit for the condition of China, that is, to find out the new motive mechanism of the development of the socialist democracy of China by cultivating the Chinese characteristic Civil Society Organizations and from the angle of view of organizations, that is, the view angles of the participation of politics, economy and society of Civil Society Organizations. Meanwhile, this article tries to make some innovations in researching methods, insists the integration of theory and practice, and attains the unification of logic and history, and combination of the standard analysis and the positive analysis.This article bases on the theories and the relations of western democracy and Civil Society, introduces the theories into socialism and induces the characteristic of socialist democracy and socialist Civil Society which are different from western countries. Under the socialist conditions, the democracy is a kind of participation and consultation democracy, whose organizational principle is the rule of democracy and concentration, whose essence is that the people take the charge to make decisions, and the people possess the full right and freedoms. The socialist Civil Society Organizations insist the consistency of the social value consensus and the diversification of organizational targets, the diversification of organizational culture and the consistency of guiding ideology and the autonomy of social organizations and the necessity of national controls.
